  As always, what defines “poor” human societies is the lack of shared institutions. To really take care of the water problem, you need to have some source from which you then filter enough water so that crops, bathing, drinking, and cooking are not problems. In the third world, everyone just goes out and buys his own filter, since he does not trust others nor want to become the chump who helps other individualists at his own expense. The third world respects strength like that. As a result, the whole community will consume toxic water instead of taking the few steps necessary to have quality water. This is not a question of money — they have enough for alcohol and smokes, at least — but of organization.
