  Politicians, like lawyers and doctors, are risk-averse, which means that when they can they defer to lots of layers of procedure instead of just doing what is necessary. Diversity has failed; the sensible response is to repatriate any but those of unbroken national ethnic heritage of the host nation. Democracy cannot face this and civil rights law ties its hands.
